上海全球城市功能内涵及产业体系的新思考

New Thinkings on Global City Function and Industrial System of Shanghai

随着全球化进程的深入,上海在"四个中心"的基础上进一步提出全球城市的发展目标。根据全球城市的内涵特征与产业发展趋势,并结合上海城市发展的具体情况,提出适应全球城市发展目标与功能内涵的新型产业体系,包括六大经济功能:平台经济、创新引擎经济、智能定制经济、文化创意经济、体育与健康经济、低碳经济。基于新型产业体系,上海未来产业布局的主要载体应定位为"社区+集群+基地+功能区"的混合形态,强调集聚效应与功能复合。最后,认为上海未来不仅要在全球经济体系中成为资源配置的枢纽,还要成为技术与产业创新的重要策源地,成为全球城市网络与创新网络中的重要节点。

With the deepening process of globalization, Shanghai has proposed the new developmental goal of global city. Considering the new features of global city and industrial development, as well as the context of Shanghai, this paper attempts to propose a new industrial system for the new goal of global city, including six economic functions： platform economy, innovation engine economy, intelligent customized economy, cultural and creative economy, sports and health economy and low-carbon economy. Based on the new industrial system, the future spatial pattern of urban industrial space is characterized by ＇Community ＋ Cluster ＋ Industrial Base ＋ Functional Zone＇, emphasizing the effect of agglomeration and mixed function. Finally, we argue Shanghai should not only become the economic hub of global city network, but also become an important innovation center of new technology and industries.
