摘要
通过分析中国旧城住区更新所处背景、现状及其中存在的深层次利益矛盾,指出国内旧城住区更新规划存在"见物不见人"、缺乏居民意见收集机制和较少关注社会层面等问题。在总结国际经验的基础上,认为旧城住区更新规划应融入社区发展理念,并结合国内若干案例提出规划转型的相关策略,包括改善规划程序的封闭性和增加规划内容的社会性,以期建构一种基于社区发展的旧城住区更新规划模式,实现旧城住区社会、经济和空间的全面发展。
Based on the analysis of the interest conflicts in the renewal of old urban residential areas,this paper points out the urban renewal planning problem of the neglect of people,the lack of collection of residents' suggestions,and the little attention to social factors.Inspired from international experiences,it proposes that the urban renewal planning should be connected with community development.We also with some domestic practices put forward relevant planning strategies that would enhance the openness of planning process and comprise some social contents,in order to establish an urban renewal planning model based on community development and achieve an all-round development of old urban residential area.
