Guidance, Governance, Paradigm: Fujian Cityscape Planning Guidelines

目前,关于城市景观风貌专项规划的编制尚未有统一的规范标准,各地区都还处于探索、尝试的阶段。文章在分析城市景观风貌专项规划编制现存问题的基础上,以《福建省城市景观风貌专项规划导则(试行)》为例,确立了由"重点预判—整体定位—系统规划—规划控制—选点示范"五步骤构成的规划技术路线、"统领·管控·示范"的规划内容与成果框架,将景观风貌特别控制区图则的编制方法引入到景观风貌专项规划中,使规划能切实、有效并保持长效的施行。

Cityscape planning is still being studied without common standards. With Fujian cityscape planning guideline as an example, the paper analyzes the problems of cityscape planning, sets up ＂prediction-orientation-systematic planning-planning control-site choice＂ technical route and ＂guidance, governance, paradigm＂ framework, introduces special landscape control zone chart method into cityscape planning, to guarantee the long term and effective implementation of the plan.
