后开发区时代下的“营城”战略探讨——以海南澄迈县老城工业开发区为例

“City building” Strategy Of Industrial Park In “Post-development Zone Era”, Chengmai County, Hainan Province

至2015年,中国开发区的发展已历经30年,而开发区作为特区的属性日益淡化,政策、资金等方面优势逐渐弱化,后开发区时代已然到来,如何实现转型发展是中国开发区面临的重要课题。据此,海南澄迈县老城工业开发区面对"为何转型、如何转型、转型目标"的问题,提出了"营城"的战略,即从开发区向充满活力的新兴城市和功能强大的现代化城区转型的发展路径,着力打造一座"现代滨海产业城市"。文章通过对其规划思路及内容的探讨,以期为中国开发区的转型发展提供新思路与新途径。

China＇s development zones have undergone 30 years of development, and their special policy and capital advantages have gradual y diminished. Their transition is a major issue in ＂post-development zone era＂. Chengmai county deliberates the ＂why, how, where＂ problem of industrial park and adopts ＂city building＂ strategy. The strategy includes transition of industrial park towards modern district, new city, and coastal city. The paper provides a new concept and approach for China＇s development zone transition.
