“以患者为中心”原本是医疗卫生行业的宗旨，然而在过去相当长的时间里，患者与公众都未能真正在改进他们所使用和购买的医疗服务上起到作用，未能体现自身价值。在很多患者看来，医疗照护不仅门槛太高、令人无助、增添负担，而且似乎总是让人感到挫折和泄气。
