论内地城市反恐长效机制的构建

Establishment of Long-term Mechanism for Anti-terrorism in Mainland Cities

恐怖袭击已向我国内地城市扩散,内地城市整体防控能力不足,反恐机制建设缺乏顶层设计,因此内地城市开展反恐长效机制建设势在必行。反恐管理机制、反恐预警机制、反恐保障机制、反恐处置机制和反恐评价机制等5个子机制,构成了内地城市反恐长效机制。各子机制能长期、有效并可独立运行。内地城市反恐的长效机制建设是一个系统工程,需要从立法、情报、资金、人才、装备、预案、日常安检、评价等方面改进和完善。

Since terrorist attacks spreading to the mainland cities, lacking of both overall control of the mainland city and top-level design of the anti-terrorism mechanism, it is imperative to establish the long-term mechanism for the development of anti-terrorism in inland cities. Five sub-mechanism of anti-terrorism are anti-terrorism administration, early warning, guarantee, disposal, evaluation mechanism, constitute the anti-terrorism long-term mechanism. The sub-mechanisms can be run independently and effectively for long-term.Establishment of anti-terrorism long-term mechanism is a systematic program. It should point out that the mainland city authorities should improve and update anti-terrorism task from the aspects of legislation,intelligence, finance, personnel, equipment, emergency plan, routine security inspection and performance evaluation.
