A special social group, which is called the floating population, has arisen in our country in recent years, and the group is growing in an ever-increasing scale. However, this group is facing the dilemma that they cannot really realize the right to vote and be elected in the local. The primary reason lies in the link of floating population＇s voter-registration and so how to solve this dilemma properly becomes a necessary project, which needs to be researched and practiced. It is essential to explain this problem systematically from the perspective of the voter registration and then take the voter registration as an important breakthrough to solve the problem of floating population. There are solutions which mainly include simplifying and perfecting the relevant laws and regulations to facilitate the registration of voters and setting up special agencies to optimize the active voter registration and improving the floating population＇s initiative to encourage the voluntary voter registration.
