公安行政执法规范化探析

An Analytical Study on the Standardization of Public Security Administrative Law Enforcement

党的十八大提出全面推进依法治国,坚持严格规范公正文明执法,对公安机关的执法活动提出了更新更高的要求,加强公安执法规范化建设,既能提升公安机关的执法能力,又能促进社会的公平正义,还是保障经济发展、维护社会稳定和谐的重要举措。从公安行政执法规范化建设存在的问题入手,分析成因,提出公安机关加强行政执法规范化建设的对策,以期进一步提升公安行政执法规范化水平,切实加快建设社会主义法治国家。

Reports about promoting the rule of law process comprehensively and upholding law enforcement in a standard, fair and civil manner had been delivered on the eighteenth National Congress of the Communist Party of China, which placed newer and higher requirements to security law enforcement. It is an important measure to build normalized security law enforcement for the capacity improvement of the security law enforcement and the maintenance of social fairness and justice; beside that, it can also make a significant contribution to the economic development as well as the social stability and harmony. By focusing on the issues presented in the standardization of public security administrative law enforcement, the relative causes were thoroughly discussed. Moreover, the strategy to future achieve the standardization was presented so as to improve standards of public security administrative law enforcement and accelerate the construction of a socialist country ruled by law.
