我国高技术产业创新效率的时间演变与地区分布特征 被引量:14

摘要 在创新资源有限条件下,研究如何提高我国高技术产业的创新效率,推进"中国制造2025"和"一带一路"战略,有重大意义。在前人研究基础上,借助多产出随机前沿分析模型对2008-2013年中国30个省级地区高技术产业技术创新超越对数生产函数进行了参数估计,继而测算出各地区2008-2013年的创新技术效率、规模效率和总技术效率值,并分析了影响技术效率的因素。结论表明:中国高技术产业创新技术效率与企业规模、市场结构、政府投入力度、研发支出结构呈正向关系,与经济发展水平呈负向关系;2008-2013年,中国大部分省级地区高技术产业的创新技术效率值整体呈现波动式上升趋势,仅在2009-2010年间受全球金融危机干扰呈现短暂的下降变化;中国30个省级地区高技术产业创新技术效率呈现稳健的差异现象,分布格局类似于经济发展水平分布;各地区规模效率水平均大于技术效率水平,是总技术效率水平增长的主要源泉。 This paper makes parameter estimation on technology innovation production function of high - tech industry of China's 30 provincial - level regions from 2008 to 2013 by means of multi - output stochastic frontier model, and then measures out the regional technical efficiency, the scale efficiency and total technical efficiency from 2008 to 2013, and last analyzes the affecting factors of technical efficiency. Conclusions show that: there is a positive relationship between the Chinese high -tech industry innovation efficiency and firm size, market structure, government funding and R&D expenditure structure, but not with the level of economic development ; most provincial high - tech innovation efficiency showed a fluctuating upward trend from 2008 to 2013, only from 2009 to 2010 presenting a transient decrease interference change, which was influenced by the global financial crisis; technical innovation efficiency of high - tech industry of China's 30 provincial re- gions showed robust differences from 2008 to 2013, with the distribution pattern similar to the distribution of the level of economic development; the regional scale efficiency levels were greater than the technical efficien- cy levels from 2008 -2013, which are the main sources of growth in the total technical efficiency
