行政管理支出绩效评价:以河北省为例(1994～2013年)

The Performance Evaluation of Administrative Expenditure:A Case Study of Hebei Province(1994～2013)

在严格界定行政管理支出口径的前提下,通过对河北省行政管理支出绝对规模、相对规模、人均支出水平进行纵横向分析和比较后发现,河北省行政人员结构配置不尽合理、财政供养人员规模面还有较大提升空间。因此,在当前财政收入处在中低速增长的态势下,对控制河北省行政管理支出规模、优化财政供养人员结构、提高行政管理支出质量和效率等进行探讨,将为提高财政资金使用绩效提供有益参考。

On the premise of strictly defined administrative expenditure, longitudinal and horizon- tal comparison and analysis are made on the absolute scale, relative scale, per capita expenditure levels and administrative expenditure of Hebei Province to find that the administrative personnel structure configuration of Hebei Province is not reasonable and there is still large growth space of financial support staff. Therefore, under the situation of medium and low current fiscal revenue growth, the following measures such as streamlining the government levels, refining the administrative expendi- ture budget and setting up reasonable performance goals will effectively compress the government administrative expenditure scale, accelerate the transformation of government functions and improve the working efficiency.
