我国海洋能调查标准化工作若干问题探讨 被引量:3

摘要 海洋能调查标准化的意义旨在促进海洋能调查水平的提高,推动海洋能的开发利用。我国海洋能标准化工作与国外相比还处于起步阶段,存在的主要问题是:编制与验证资金缺乏;海洋能属于新能源,术语定义不规范;调查时间、调查位置选取等问题存在异议;特征参数使用混乱,资源计算理论多样,标准化难度大;调查仪器和方法需要提高,传统的单点测量和评估方法不符合现代海洋能研究、应用和管理的需要。以潮流能和温差能资源评估为例提出了评价参数计算的新思路,建议先行确定一部分多数专家认为可行的标准,以规范海洋能的开发利用,随着海洋能调查、评估和开发利用等技术的发展再逐步完善。 The standardization of ocean energy survey aims to promote the improvement of ocean energy survey and facilitate the development and utilization of ocean energy. The standardization in China is still in its infancy and the existing main problems are as follows: lack of funds for development and validation; the term definition is not clear; disputes on survey location and time; chaotic characteristic parameters and diverse resources calculation; Survey instruments and methods need to be improved, the traditional single point measurement and evaluation methods do not conform to the modern ocean energy research, application and management needs. In the case of tidal current energy and thermal energy resource assessment, the paper proposes the new idea of evaluation parameters calculation, suggests to implement the standards considered feasible by a majority of experts to standardize the development and utilization of ocean energy, and gradually facilitate the development of ocean energy technologies such as survey, evaluation, exploitation, utilization and so on.
