摘要
国有企业在改革开放的30多年里经历了由行业垄断向市场充分竞争、由政府补贴到自负盈亏的改革历程,其中人力资源实践起着重要的支持作用。通过对D公司组织部门40年改革历程的实证研究可以发现,在国有企业战略变革中,人力资源实践逐步从成本管理演化为公司战略伙伴角色,在D公司组织战略变革的任何阶段,人力资源实践都不断调整、全力配合战略变革。在未来的国有企业发展中,人力资源实践对组织变革的影响将越来越深远。
In the past 30 or more years of opening and reforming, state-owned enterprises have ex- perienced the reform process of industrial monopoly to market competition, with HRMPs as an impor- tant prop. A study of D company's 40 years' reform shows that in the strategic reform of state-owned enterprises, the role of HRMPs has gradually transformed from that of cost control to a strategic part- ner. In every phrase of D's reform, HRMPs constantly have adjusted itself to the enterprise strate- gies. In the future, HRMPs will exert increasingly far-reaching effect on the development of state- owned enterprises' strategies.
