基于军队医院卫勤应急分队构建模块化地震医疗救援队的设想

Assumption on building a modular disaster medical rescue team based on the medical service emergency response team of military hospital

地震是对人类生存安全危害最大的自然灾害之一,由于地震灾害的突发性和毁灭性等特性,以及在时间、地点、程度、性质等方面都有着明显的不确定性,要求医疗救援必须响应迅速、行动快速、施救准确、保障高效。笔者以军队医院卫勤应急分队为基础,通过模块化设计,在系统工程原理和方法指导下,构建特色化、专业化、快速化的地震医疗救援队伍;制订不同规模、地区、响应级别的医疗救援应急分队救援行动计划和方案,探索应急医疗救援体系建设、应急管理体系建立的新设想和模式。

Earthquake is one of the most harmful natural disaster to human being. Medical rescue must be quick response, fast action, accurate rescue, efficient safeguard in earthquake because of its features, such as suddenness and destruction, uncertainty in time, place, scale and property, etc. Based on military hospital medical service emergency response team, this article aimed to build a characteristic, specialized, rapid earthquake medical rescue team through modular design, under guidance of systems engineering principles and methods. Meanwhile, to formulate a medical emergency response team rescue action plan and scheme with different direction, area and response level, and explore emergency medical rescue system construction, also new idea and pattern for establishing emergency management system.
