基于生态文明建设的乡镇国土空间格局优化探讨

Discussion on the Optimization of Township Territory Pattern based on Ecological Civilization Construction

乡镇是我国基本的地域单元,其国土空间开发格局优化关系到生态文明建设的成效。从生态文明建设的实质出发,提出了国土空间格局优化的目标要求。经调查研究,指出了乡镇国土空间开发存在着国土利用方式粗放、产业低端且重点不突出、建成区的建设水平低、生态空间缺乏保护等问题。针对这些问题,从集约发展生产提高产出效益、点式开发加强集聚程度、面上保护生态资源以及强化管理制度建设等四个方面提出了优化乡镇国土空间格局的路径,以期为乡镇生态文明建设的实施提供建议。

As the basic geographical unit in China, exploitation pattern of township territory were related to the construction of ecological civilization. Combined with the substance of ecological civilization construction, this paper proposed aims and demands during the structure optimization of territory. This article also indicated some problems through investigation, such as the extensive utilizing pattern of territory, low level and less prominent emphasis of industry, low level of construction in built - up area, insufficiency protection of ecological space. This article proposed the pattern optimization way of township territory for these problems, so as to provide suggestions on ecological civilization construction from four aspects. These aspects included the intensive production development for output efficiency improvement, agglomeration degree strengthening of dotted exploitation, protection of surface ecological resources and construction strengthening the management system.
