危险废物管理与处理处置探讨

Discussion on the Management and Disposal of Hazardous Wastes

概述了危险废物的产生与管理现状,在明确危废类别与所涉及污染物的基础上,依据危险废物鉴别标准对危险废物提出豁免和排除的可行性。对比分析了中美危废豁免、排除的管理现状,建议应基于企业生产工艺,分别界定化学品包装物与不同行业污水处理站产生的污泥的性质,并结合危废管理工作实际,提出危废处置应坚持分类管理和经济技术可行的原则,实现危险废物的资源化利用。

Status of the production and management of hazardous wastes was summarized in this paper. Based on the feasibility of exemption and exclusion proposed from identification standards for hazardous wastes, this paper comparatively analyzed the management status quo of the Sino - US on the exemption and the exclusion of hazardous wastes. Besides, this paper also suggested defining the properties of chemical warpages and the sludges generated from different industrial sewage treatment plants, on the basis of each production process. Combined with the practical management of hazardous waste, this paper proposed to insist on classified management and economic and technical feasibility during hazardous waste disposal process and so as to realize the resource utilization of hazardous wastes.
