组建国家陆地搜寻与救护基地对完善救援应急体系的重要性及量化分析

随着经济社会的快速发展,各类重、特大灾害事故频发,给消防工作带来了许多新问题、新困难,消防部队的发展建设必须要适应这一变化。通过对当前国内跨区救援的现状进行分析,提出区域性国家陆地搜寻与救护基地(以下简称为"国家陆搜基地")建设的构想,阐述了国家陆搜基地组建的重要性和必要性,并对国家陆搜基地与特勤消防站、普通消防站进行了量化分析、对比,阐明了国家陆搜基地资源配置的合理性,创立了跨区域重大灾害救援新模式。

With the rapid development of social economy, large disasters are becoming more and more frequent, bringing many new problems for the fire protection work. The development and construction of fire forces must adapt to this change. In this paper, through the analysis of current situation of the domestic cross rescue, the author puts forward the conception of regional national search base construction, expounds the importance and necessity of the formation of the national search and rescue base, conducts a quantitative comparison and analysis between the general fire station, rescue base station, and the fire service, and expounds the feasibility of the search and rescue base, and a new mode of cross regional major disaster rescue is innovated.
