摘要
以系统思想为指导,重点应用目标管理与绩效评估理论,解读被评估区域知识产权战略,抽取出该区域知识产权战略绩效评估的初选指标;运用文献分析法,参考国内外相关文献,以鱼刺图为分析工具,完善初选指标;应用深度访谈与专家意见法,结合区域知识产权战略实施现状,针对被评估区域地方特色,筛选出相应的评估指标。最终从知识产权的创造、运用、保护、管理和服务5个方面构建区域知识产权战略实施绩效评估指标体系,运用模糊物元分析法建立评估模型,并以陕西省为例,借助2013年数据验证模型的可用性。
Firstly,using the system thinking as a guide,and applying the objectives management and performance evaluation theories,the initial indicators are found by interpreting the regional intellectual property strategy. Secondly,the primary indicators are improved by the analysis of existing relevant literature and Fishbone Pictured tool. Thirdly,the corresponding evaluation indicators are screened out by in- depth interviews with expert advice law. Then,the implementation performance indicators of regional intellectual property strategy are explored from the five respects of creation,utilization,protection,management and services of intellectual property. According to the fuzzy matter element analysis method,the evaluation model is established and verified by the corresponding data in Shaanxi Province.
