深化对问题导向本身的理论认识是坚持问题导向的前提和根本。坚持问题导向的含义是:坚持以马克思主义哲学观点看待问题,即树立有问题的思维、秉持真问题的立场、严守本问题的原则;坚持以社会主义法治体系应对问题,即依法发现问题、循法解决问题、按法评价问题、法言阐释问题;坚持以中国特色社会主义理论把握问题,即立足中国实际把握问题的地域属性、立足社会常态认识问题的时代特征、立足中国理论明确问题的理论依托。

Deepening theoretical understanding of problem-oriented itself is the premise and essence of the problem-oriented.Problem-oriented has to adhere to the Marxism philosophy view of the problem,in other words,it is to establish the view of position on the problem thinking,to uphold the truth,to adhere to the principle of this problem.We need to hold the socialism rule of law system when resolving problems,namely,we must find the issue in accordance with the law,resolve the problem following the law,evaluate the value of the problem according to the law and use the lawful interpretation.Adhering to the theory of socialism with Chinese Characteristics is the basis of handing the problem,that is to say,when resolving issues we must hold the China＇s reality and grasp the problem of regional attribute,hold the social norm to understand the characteristics of the time,and hold the theory of China to make problems clear.
