摘要
通过个案研究政府与非政府组织之间的关系,不失为一种行之有效的方法。在此,以D市W爱心会为例,详细揭示政府部门与义工组织之间生动、活泼的互动过程,展现彼此的行动逻辑和行动策略,深入分析政府"反向依赖"和"软权力治理"逻辑产生的经济、社会原因及所带来的效果。社会结构的快速转型与政府治理困境的错位互嵌,导致地方政府不断地依赖非政府组织资源,以巩固其合法性。而非政府组织也欲寻求和扩大自己的发展空间,两者既高度融合,又不很均衡,一定程度上推动了政府部门工作方式向民主治理转变,民众的权益也得到一定的保障,义工组织也得到相应的培育和扶持,但获益最大的还是地方政府。这是转型时期地方政府探求治理模式以适应经济社会发展的一种结构性体现。
The relationship between government and NGOs has always been the focus of attention in the academic circles.The article takes W Aixinhui as an example to reveal a lively interactive process between the government departments and volunteer organizations,shows logic and strategies of action between each other,and deeply analyses the economic and social reasons and the consequences that the governments reversely rely on grass-roots volunteer organizations.Under the rapid transformation of social structure and dislocation of the government,governance ability mutually embedded.Local governments rely on NGOs resources unceasingly to seek its legitimacy,and NGOs also try to expand their own activity space.They are highly integrated,but not very balanced. " Soft power governance" promotes the way of government departments' transition from autocracy to democracy,and protects the interests of the people to a certain extent.Volunteer organizations are nurtured and supported by local government as the main beneficiary.This is a structural embodiment that the local governments try to explore management pattern and to adapt to the economic and social development during the period of transition.
