从发展党员这一微观视角剖析,进一步明确基层党组织是高校党建工作精细化管理的实施主体。提升高校发展党员质量,需要充分发挥基层党组织的实体作用,推进发展党员工作二级管理,具体而言,则需要加强基层党务干部队伍建设,细化发展党员工作流程,建立科学的可量化的发展党员工作考核体系,健全完善发展党员工作机制,激发基层党员的主人翁意识并注重提高其参与发展党员工作的积极性。

From the microcosmic perspective of recruiting party members, grass-roots party organization is main body of the implementation of fine management of party construction in colleges and universities. To improve the quality of party members, it is mainly through some effective approaches to give full play to the entity function of grass-roots party organization and promote the secondary management of recruitment of party members, such as strengthening the construction of the party cadres at the grass-roots level, refi- ning workflow of recruitment of party members, establishing scientific measurable evaluation system, im- proving work mechanism of recruitment of party members, motivating the master consciousness of party members and actively participating in the work of recruitment of party members.
