浅议气候变化下的人权保护问题

Discussion on the Protection of Human Rights under the Climate Change

当下,全球气候变暖给人类带来诸多影响,其中气候变化下人权保护问题日益得到各国的重视。然而,在各国应对气候变化的态度和气候框架性公约的原则性规定中,并没有明确表达人权保护目的,人类的生存权和发展权等基本人权因此受限,人权保护进展步履维艰。因此,各国应基于公共利益的追求探索气候变化对人权所带来的影响,从而提出完善人权保护的措施。

At present,global warming has brought many impacts on human beings,and people gradually attach importance to the protection of human rights in all countries. However,among attitudes to respond to climate change and principles for climate framework convention in countries,and there is no explicit expression for the purpose to protect the human rights,the basic human rights such as the human right to life and the right to development are restricted,the protection of human rights has difficulty in developing. Therefore,all countries should seek to explore the impacts of climate change on human rights,based on the pursuit of public interest,and put forward the measures to improve the protection of human rights.
