国际视野下我国学徒制的未来发展——德、英、澳、新学徒制发展特点及对我国学徒制发展的建议

On Future Development of Apprenticeship in China from the International Perspective——On the Characteristics of Apprenticeship in Germany, UK, Australia, New Zealand and the Suggestions for Future Development of Apprenticeship in China

现代学徒制国际研讨会上的相关观点表明,学徒制已经成为技术技能人才培养的重要战略。德国、英国、新西兰、澳大利亚等发达国家普遍形成了行之有效的学徒制人才培养模式,其主要特点体现在:制定了严格的培训标准,充分发挥行业企业在学徒制发展中的作用,政府对于学徒制发展形成了完善的支持机制。近年来,我国学徒制试点初见成效,但在具体的实施机制上还不完善。借鉴发达国家的经验,我国政府应通过政策和经费进一步加强对于学徒制的支持,充分发挥行业协会和企业在学徒制发展中的作用,进一步扩大学徒制的实施对象和范围。

The views on the International Apprenticeship Meeting shows that, apprenticeship has become important strategy of technical and skilled talents cultivation in the world. The developed countries including Germany, the UK, New Zealand, Australia all have formed effective apprenticeship training mode, and the main features are： to develop a strict training standards, give full play to the role of industry and enterprises in the development of apprenticeship, the government has formed a perfect support mechanism for the development of apprenticeship. In recent years, the apprenticeship pilot has achieved initial success in China, but the specific implementation mechanism is not perfect. From the experience of developed countries, the government should further strengthen the support of apprenticeship through policies and funds, give full play to the role of industry associations and enterprises in the development of apprenticeship, and further expand the scope of the implementation of education objects.
