Some Problems in the Development of Land-Sea Overall Planning for Nantong City

南通陆海统筹发展综合配套改革试验区试点以来,陆海统筹成为其国民经济和社会发展的重大战略任务。文章从陆海统筹战略背景认识着手,综述国内外陆海统筹的主要理论和实践。从区域和城市规划的学科视角,分析南通陆海统筹发展中"区位条件与陆海统筹基础""工业化、城镇化进程与阶段""江海港航联动与港城互动""产业转型升级与优化布局""沿海滩涂资源的开发利用""陆海统筹的区域分工协作"六个方面的问题,并提出相应的科学途径。

Land-sea overall planning has become a major strategic task for national economic and social de-velopment of Nantong City since its comprehensive reform experimental area is tested in Nantong. Embarking on the recognition of strategic background of land-sea overall planning, this paper summarizes the main theo-ries and practices of land-sea overall planning both at home and abroad. Then, according to the practical conditions of Nantong and from the disciplinary perspective of regional and urban planning, the paper analy-ses six aspects of the problems as follows： （1）Location condition and foundation of land-sea overall plan-ning; （2）Process and stage of industrialization and urbanization; （3）Linkage of port and shipping between the Yangtze River and oceans, and interaction between port and city;（4）Transformation, upgrading and layout op-timization of industry; （5）Exploitation and utilization of the coastal beach resources; （6）Regional labor divi-sion and cooperation of land-sea overall planning. Finally, it puts forward some corresponding countermea-sures and suggestions.
