The Development of Local Government Information Capability under Network Governance Circumstance

网络治理作为一种新兴的政府治理模式,有助于进一步提升新形势下政府的管理和服务水平。政府信息能力的提升有助于网络治理的实现,文章分析了网络治理环境下地方政府信息能力的构成和作用,并从政府信息资源整合、信息服务平台建设、政府信息技术应用、信息人才资源、信息文化等五个方面提出了网络治理环境下地方政府信息能力建设的策略。

As a novel government management mode, network governance is helpful to improve the quality of the government management and service quality under the new social circumstances. The improvement of gov-ernment information capability is also beneficial for the achievement of effective network governance. The cur-rent study analyzes the composition and function of the development of local government information capabili-ty under network governance. It also proposes the optimized strategies for the development of local government information capability from various aspects, including government information resource integration, information service platform construction, government information technology application, information human resource and information culture.
