两点一线与五核查原油拉运管理法探讨

Discussion on Crude Oil Truck Transportation Management of Two-point One-line and Five-check

分析了原油拉运过程中存在的主要问题,主要存在拉油点分布较广、偷盗原油现象比较普遍、地理位置偏远,以及拉油车辆均为外雇车辆,司机遵章守纪和责任自律意识相对较差,不按规定路线行驶、乱停乱放等现象,给拉油监管带来一定困难。根据招安地区特殊的地理人文环境,提出具有针对性的两点一线管理办法,以及相应的五核查管理措施。实践表明,采取定期与不定期的监督检查,落实五核查工作,使原油拉运工作形成流程式、链条式的作业程序,实现拉运过程的精细管理和全面受控。

The main problems existing in the process of the crude oil truck transportation： loading points distributing widely and remotely, crude oil stealing phenomenon being general, the trucks are rented, the drivers lacking compliance and responsibility sense,do not driving on the prescribed route, free parking, etc., are analyzed, and these are to bring some difficulties to the supervision of crude oil truck transportation. For this reason, the management approach of two-point first-line and the corresponding management measures of five-check are presented according to the special geographical environment of Zhaoan area. The practice shows that the implementation of the five-check work by regular and irregular supervision and inspection forms, the operation process of crude oil truck transportation, so as to realize the full fine management of crude oil vehicle transportation process.
