摘要
公务员的绩效考核奖励是公务员工资制度的重要内容。各国的公务员工资中都有考核奖励这一部分,但比重各不相同。我国公务员的考核奖励制度随着公务员工资制度的变化而变化。目前的制度规定的考核奖励占工资的比重太小,激励作用逐步弱化,而制度外各地自行发放的考核奖励呈现出泛滥的势头,如不尽快采取措施,将严重影响工资制度的严肃性和公平性。本文讨论了公务员考核奖励制度的特点,回顾了我国公务员考核奖励制度的发展过程,分析了当前公务员考核奖励制度存在的问题,提出了建立适合我国国情的公务员考核奖励制度的设想。
The performance evaluation award of civil servants is an important component of the civil servant wage system. The evaluation award is contained in the wage of civil servant in most countries,but it takes a different proportion in different countries. The evaluation award system for civil servant in our country changes along with the change of the civil servant wage system. At present,the regulation- compliant award accounts for an extremely small proportion of the total wage and its stimulative effect is weakened gradually,while the award not compliant with regulations is spreading widely,which will reduce the solemnity and fairness of the wage system if measures were not taken correspondingly. This paper discusses the characteristics of the performance evaluation awards for civil servant,reviews the development process of the evaluation award system in our country,analyzes the problems in the current evaluation award system for civil servants,and brings forth a blueprint for establishing a civil servant evaluation award system conforming to the national conditions of our country.
