汉唐时期淮河上游政区的形成

Formation of Administrative Regions in the Upper Reaches of the Huaihe River During the Han and Tang Dynasty

淮河上游(今河南东南部)的特殊地理位置直接影响其政区格局的形成。从《禹贡》"九州"的理想区划,到东汉十三州刺史部,再到唐前期的道级区划,这一地区无不是荆、豫、扬三州或河南、淮南、山南(东)三道的分界区,大而化之则可将其简单地归结为是"山川形便"原则在地方区划中的体现。安史之乱爆发后,淮河一线不再是一级地方区划的天然分界线,上游突破南北界限的政区产物是淮西镇和汝宁府。蔡州与申、光二州是淮河上游政区的基本组成部分,前者与后二者的形成过程又有明显不同。

The special geographical location of the upper reaches of the Huaihe River（ today southeast of Henan Province） has directly affected the formation of its administrative regions. From the idealized division of nine prefectures in Yu Gong to the Secretariat of thirteen prefectures of the Eastern Han Dynasty down to the road division in the early Tang Dynasty,this region has always been the dividing line of Jinzhou prefecture,Yuzhou prefecture and Yangzhou prefecture,or Henan,Huainan and Shannan. It can be simply regarded as division of the administrative area according to the natural geographical features such as mountains and rivers. After the outbreak of Rebellion of An Lushan and Shi Siming,Huaihe River is no longer the natural provincial administrative dividing line,Huaixi town and Runing prefecture has appeared as the product of the south-north dividing line,the three prefectures of Caizhou prefecture,Shenzhou prefecture and Guangzhou prefecture are the basic components,yet the formation of Shenzhou prefecture is obviously different from that of the latter two.
