老龄化背景下农村养老保险法律制度的完善——基于山西吕梁、五台、长治三地的调研

The Improvement of the Rural Pension Insurance Legal System Under the Background of Aging——Based on the Investigation of "Lv-liang,Wu-tai and Chang-zhi" in Shanxi Province

当前我国老龄化问题日益加剧,农村养老保障问题显得愈加突出。在实地调研山西吕梁、五台和长治农村养老保险制度现状并对调研数据进行定量和定性分析的基础上,文章具体分析了当前农村养老保险制度存在的法律问题,并提出了赋予失地农民养老保险特别保护、明确集体补助标准和农村养老保险监管机制要法制化等措施。

At present,China＇ s aging problem is becoming more and more serious,and the issues of the rural old- age security is becoming more and more prominent. Based on the investigation of the current situation of the rural pension insurance system of ＂ Lv- liang,Wu- tai and Chang- zhi＂ in Shanxi province,through the quantitative and qualitative analysis of the survey data,the paper analyzes the legal problems existing in the current rural pension insurance system,and puts forward measures such as giving special protection about pension insurance to landless peasants,clearing collective subsidy standards and legalizing rural pension insurance regulatory mechanism.
