低碳技术创新与应用的法律激励机制研究——基于珠三角现状的考察

Research on the Legal Incentive Mechanism of Innovation and Application of Low Carbon Technology --research from the the Pearl River District

当前,我国关于低碳技术的规定大多停留在政策层面,还未上升到法律层面。珠三角在低碳技术的法治化方面有一定的探索与努力,但成熟的法律激励机制尚未形成。本文通过对珠三角低碳经济、技术发展的现状分析,试图在现有基础上形成完备的低碳技术创新与应用的法律激励机制,进而形成示范作用以辐射全国。

Today most of the provisions on the low carbon technology in our country are policys not laws. Pearl River Delta has explorations and efforts on legalization of low carbon technology, But it has not yet formed a mature mechanism. By analyzing＊ the present situations of the Pearl River Delta on low carbon economy, technology , this paper wants to establish good legal incentive mechanism on the innovation and application of low carbon technology and then it will set an example and radiate to the whole country.
