A Discussion on Some Key Concepts of Industrial Security

既有关于产业安全问题的研究成果过多关注外部因素,对指导产业安全理论研究与实践工作存在一定不足。因此,首先对产业安全的定义进行充实和完善,主张从内部隐患与外部威胁相统一、自身安全与战略安全相统一、表现状态与维护能力相统一的角度全面认识产业安全。然后利用这一定义,突破外资与外贸的局限,重新阐释有关概念,从产业损害、产业风险两个维度建立产业安全状态矩阵;从产业适应力、竞争力、控制力三个层次构建产业安全维护能力体系;进而完善基于"压力-状态-响应"模型的产业安全评价方法框架。

The current researches on industrial security overemphasize the external factors, becoming inadequate in guiding both the theoretical researches and the industrial practices. This paper first elaborates and enriches the definition of industrial security, proposing a solution to internal problems and external threats, a combination of self-security and strategic security, and an integration of performance and abilities of maintenance. Then, based on this definition, this research breaks the limits of foreign capital and foreign trade, reinterpreting the relevant concepts and establishing a state matrix of industrial security from two dimensions, namely, industrial injury and industrial risk. Thirdly, the paper develops a system of industrial security maintenance abilities at three levels, i.e., the competence of industrial adaptation, competition, and control, and therefore improves the evaluation framework of industrial security based on PSR model.
