The establishment condition of ＂low cost and high tariff＂under the Bertrand-Cournot competition model are analyzed,which is only when the production costs of the two companies are not equal,and the degree of product difference is 0or 1.Opposing trade protectionism,enhancing the＂hard power＂and ＂soft power＂and other related measures are put forward in order to reduce the negative impact of countries or regions asymmetric costs and tax,and to promote the further development of foreign trade.
