权力寻租的产生原因及对策探究

权力寻租在我国的产生有内部和外部两方面的原因。内部原因主要是政府"经济人"思想、官员素质觉悟不高和集体腐败;外部原因主要是市场经济不完善、监督机制不健全、法律体系存在缺陷等。抑制权力寻租行为的继续泛滥,需政府及社会各界共同努力,满足行政官员合理的物质精神需求,加强对官员的素质教育,发挥市场经济的正面作用,建立健全监督机制和完善法律法规,等等。

Power rent-seeking in our country has both internal and external cause. The internal reason is mainly caused by the con?cept of"economic man"in government,the official's low quality consciousness and the collective corruption;The external reason is main?ly because market economy is imperfect,the supervision mechanism is not sound,there is defect on legal system,etc. Inhibiting power rent-seeking behavior to continue,it needs the efforts of the government and the social from all walks of life to meet the administrative offi?cials in both material and spiritual needs,strengthen the quality education of officials,play the positive role of the market economy,estab?lish sound supervision mechanism and improve the laws and regulations,and so on.
