广西新型城镇化农业转移人口市民化研究

On the Study of the Citizenship of the Agricultural Transferring Population in the New Urbanization of Guangxi

农业转移人口市民化是农业人口向城镇转移的中间过渡阶段,城镇化发展的必然要求。21世纪以来,随着我国城镇化的不断地推进,农业转移人口能否真正地融入到城市生活中,顺利实现市民化,对我国经济社会有着深刻的影响。文章通过深入研究分析新型城镇化过程中广西农业转移人口市民化中出现的户籍管理难、公共服务水平低、农民个人市民化转移成本费用过高和其文化素质低等问题,进而对推进广西新型城镇化进程中农业转移人口市民化从改革户籍管理、健全公共服务体系、完善农业转移人口住房保障制度和努力提高农业转移人口文化素质等方面提出对策。

Agricultural transfer of population urbanization is the middle of the transition stage of the agricultural population transfer to the town and the inevitable requirement of urbanization development . Since the 21st century,along with continually advance of the country urbanization,whether agricultural transferring population can be truly integrated into the urban life and smoothly realize urbaniza?tion has a profound impact on China's economic society. This paper deeply studies and analyzes the following problems existing in new Guangxi agricultural transfer of population urbanization in the process of urbanization:household registration management,public service level,high cost of individual farmers transferring and low cultural quality. It also puts forward strategies of reforming household registra?tion management,improving the public service system,perfecting the housing security system for agricultural population resettlement and striving to improve culture quality of agricultural transferring population in the process of agricultural transferring population's citizeniza?tion.
