浙江省砂石土矿管理经验总结及启示

The Experiences Drawn from Sandy and Stony Soil Management of Zhejiang Province

浙江省在砂石土矿开发管理工作中坚持规划管控,不断优化砂石土矿开发布局;推行"净采矿权"出让,强化资源市场配置;积极引导使用先进技术,提升开发利用水平;坚持环保优先,促进矿业绿色发展;坚持转变职能,持续深化审批制度改革。经验启示:(1)优化布局方面,科学编制第三轮矿产资源规划并严格实施;(2)市场出让方面,进一步完善矿业权招标拍卖挂牌出让程序,推进矿业权网上交易;(3)审批登记方面,建议一方面深入推进简政放权,另一方面进一步提高审批效率;(4)环境保护方面,在砂石土采矿权选址、出让、审批中落实生态保护优先的原则,严格环评准入,落实矿山地质环境治理恢复责任,严格执行保证金制度。

Zhejiang province has adopted a series of major measures with a view to promoting sandy and stony soil management. For example, they remain committed to engaging in planning and control, working constantly to optimize the development layout of sandy and stony soil management. At the same time, they introduce a transfer of ＂net mining right＂, enhance resource market allocation, and actively guide the use of advanced technology with a view to promote the level of development and utilization. In addition, they put environmental protection fi rst to promote the development of green mining industry; continuing to transform government functions and deepen examination and approval system reform. On this basis, this paper introduces some enlightenments of experience. These enlightenments lay emphasis on the following. First, the third mineral resources planning must be formulated in a scientifi c way and carried out strictly. Second, the transfer program of mining industry by means of bid invitation, auction, and quotation must be further improved; and encouraging online transaction of mining right. Ecological protection priorities must be carried out in the course of mining site, transfer, and approval; imposing rigorous admittance conditions for environmental evaluation; and great efforts must be made to carry out the responsibility for controlling the geological environment in mine areas, and strictly executing margin system.
