对我国农村土地流转信息化的再思考

Reconsideration of Informationalized Trend of Rural Land Circulation in China

在国家相关政策的推动下,我国农地流转呈现出加速发展态势。随着农村信息化基础设备逐步完善、大数据、云计算等技术越来越多的应用在农业领域,(移动)互联网和电子商务开始深入农村,这些因素都加快了农地流转信息化的发展进程,而基于互联网技术的土地流转电商化平台的建立既是农业众筹、电子商务的形式创新,也是对我国农地流转信息化的有益探索。然而目前适度规模经营土地流转还存在制度、人才等诸多制约因素,因此应在借鉴土地流转成功国家经验的基础上,根据经济和社会发展需要,制定相应的农地流转政策,加强政府引导和监管,通过建立土地流转网络平台等途径,促进土地流转信息化的应用和发展,以适应现代农业发展之需要。

Promoted by relevant national policies, China＇s rural land circulation tends to develop acceleratedly. With the rural information infrastructure improved gradually, more and more technology has been applied in the fi eld of agriculture, such as big data and cloud computing, meanwhile, mobile internet and e-commerce has been popular in rural areas, all these factors have accelerated the development process of informationalized rural land circulation, and the establishment of e-commerce platform of land circulation based on internet technology has two meanings, one is make innovation of agriculture collecting system and e-commerce, the other is make benefi cial exploration on informationalized rural land circulation in China. However, there are some restraining factors in order to achieve a moderate operation scale of land circulation, such as lack of institution and talented person, etc. Based on the experience of successful countries, we should develop appropriate policy of agricultural land circulation according to the economic and social situation, and strengthen the government guidance and supervision. In order to meet the needs of modern agriculture development, we should promote the application and development of informationalized rural land circulation through the establishment of land circulation network platform and other means.
