英国基础教育“教学学校”政策及其启示

摘要 “教学学校”是当前英国政府在基础教育领域推动学校改进和教师专业发展最为重要的政策之一.它以大学、地方教育行政部门和学校之间的合作为灵魂,意在提升区域整体教育质量,缩小学校差距,提升学校中、高层管理者的领导力和推动教师专业发展.英国政府对“教学学校”及其联盟在内涵、类型、认定标准、核心任务和经费保障等方面有相当明确的规定,整体上构建了一个较为完善的政策推进体系.这为我们应对义务教育均衡发展和教师专业发展提供了重要借鉴. In today's England,'Teaching School'is one of the most important policies to promote school change and to improve teachers'professional development.'Teaching School'regarded the collaboration among universities,LEA and other schools as its spirit;and landed on the improvement of the whole educational quality,narrowing the gap between schools,promoting the leadership construction of middle and senior leaders in schools and the teacher professional development.It has formulated a thorough policy promotion system in terms of concept,types,the identification criteria,core mission and funding.All these are of crucial referential value in tackling the problems during the balanced development of compulsory education and teacher professional development.
