In recent years, the books＇ circulation rate of university library shows a downward trend year by year. This paper analyzes the causes why the books＇ circulation rate of university library declines, expounds some opinions on the decline of the books＇ circulation rate of university library, and from different angles, points out that the decline of the books＇ circulation rate of university library is not the same as the decline of readers＇ reading rate, and probes into some countermeasures for improving the books＇ circulation rate of university library.
