我国公立医院改革中的公益性思考

Reflections on the Public Inyerests of Public Hospital Reform in China

目的:面对当前部分公立医院在改革过程中出现公益性淡化的现状,试图寻找公益性的回归途径,为医改坚持正确方向提供依据。方法:通过文献研究法对公立医院公益性淡化进行研究,并结合当前医院实际情况进行探讨和总结。结果:当前部分公立医院由于政府投入和医院需求矛盾、不合理的激励机制制约了公益性发挥、对行业的监管不足等原因出现了公益性淡化的现状。结论:公立医院公益性的实现需要全社会努力,包括政府和公众提供外部的支持和理解,医院自身的内部努力,卫生监管部门得当监督等。

Objective： To find a way to turn public hospital reform back to the public welfare and provide the basis for health care reform. Methods： Literature was reviewed, and actual situation was explored. Results： The public benefits of some public hospitals were weakened due to the contradiction between government investment and hospital demand, unreasonable incentive mechanism and deficient supervision. Conclusion： The realization of public interests of the public hospital needs the efforts of the whole society,including the external support and understanding from government and the public, the hospital＇s own internal efforts, and health supervision.
