The question of whether interests of all parties can be dynamically balanced or not has become the primary impetus of the development of tri-network integration. The interest game structure of tri-network is complicated, which mainly includes several contradictions between state radio and TV administrative department and state talecom administrative department, between local radio and TV company, local telecom company and outside license operators, between state radio and TV administrative department, central integrated broadcasting platform and other license operators, local ＂IV station, local telocom company. The approaches to the dynamic of tri-network integration should bc explored from levels of policy, system, internal mechanism, co- operation strategy, etc.
