基础设施项目总是处在不断变化的环境中,针对当前由于单一TOT融资模式存在不足而导致项目失败的问题,从综合集成的角度提出创新TOT集成融资模式,旨在加强其适应环境变化的能力和应对风险的能力,有助于促成项目的成功.通过对TOT模式的理论基础与实际案例进行深入探讨,明确了研究的必要性和可行性,最终提出创新TOT集成融资模式框架模型与运行机制.

Since infrastructure projects are always in a changing environment,the deficiencies of single TOT financing mode may easily lead to the failure of the current project. An innovative TOT integrated financing model from the perspective of comprehensive integration is proposed to strengthen the adaptation to environmental changes and ability to cope with risks. Through in-depth study of the theoretical basis and actual cases of TOT financing mode,the necessity and feasibility of the study are clarified. Finally,the innovative TOT integrated financing mode framework and operational mechanism are put forward.
