新型城镇化背景下湖北农村电子商务发展探析

Research on Electronic Commerce Development in the Rural Areas in Hubei under the Background of the New-Type Urbanization

新型城镇化和互联网的发展促进了城乡之间的互联网应用,也为农村电子商务的发展提供了空间。农村电子商务发展对推进新型城镇化、农业现代化、城乡统筹发展都具有重要意义。作为农业大省,湖北应该抓住作为全国电子商务进农村8个试点省份之一的机遇实现跨越式发展。针对湖北省农村电商发展中存在的农业电子商务功能不健全,信息资源整合效率低,资金投入不足,行业环境差,政府职能部门支持度低,物流金融配套体系不发达等系列问题,应该构建"双流式集成农村电子商务平台",为农民提供一个获取信息和在线交流的生产生活"一站式"平台,吸引农民、返乡大学生融入到平台建设中可以更好地发挥互联网在农产品推广、交易上的优势,帮助农民享受服务,把分散的小农业通过互联网、大数据形成聚集化优势,让农民通过电商平台掌握市场的主动权,就地致富,推动新型城镇化发展。

The new urbanization and the development of the internet have promoted the application of the internet between the urban and the rural areas and also provided space of development for the rural e-commerce.The development of electronic commerce in the rural areas is of great significance to promote the new urbanization,agricultural modernization and the mutual development of urban and rural areas.As a major agricultural province and one of the 8pilot provinces in the country＇s e-commerce in the rural areas,Hubei should seize the opportunity to achieve leapfrog development.Due to the imperfect agricultural electronic commerce function of rural electricity supplier in Hubei province,low efficient integration of information resources,the insufficient capital investment,the bad industry environment,the insufficient support of the government and the undeveloped logistics financial supporting system,it is a must to create dual-flow integrated e-commerce business platform for the rural areas to provide the farmers a life-work platform to obtain information and online communication with each other and attract farmers and returned college students to participate in the construction of the platform so that the internet may play a better role in the promotion and trade of agricultural products,help farmers to enjoy the service,accumulate the scattered small agricultural big data via the internet and that the farmers can accordingly seize the initiative to achieve local market prosperity and promote the development of new urbanization.
