摘要
基于对外合作项目的特点与绩效,通过确定合作项目外籍高管绩效薪酬的影响因素,选取外籍高管人员绩效薪酬指标,最终形成外籍高管绩效薪酬指数。设计的外籍高管绩效薪酬指数由46个分指标构成,依据主成分分析法确定各指标权重。在合作项目绩效难以综合评价的背景下,外籍高管薪酬指数通过将项目实际运营数据与项目预算充分比较得出,这对建立健全我国对外合作薪酬成本调控机制,构建基于绩效的薪酬机制,加强正在兴起的非常规油气对外合作宏观调控职能,确保国家以及合作利益等都十分重要。
This is an analysis report on the pioneering research subject-cost structure analysis and control strategy research of foreign cooperation projects. Based on project features and performance, the author selected performance salary indexes of foreign executives by determining relevant influence factors of such indexes, and finally formed performance salary indexes of foreign executives. In this paper, performance salary indexes of foreign executives are composed of 4 aspects and 46 sub-indexes according to different project stages. Weight of various indexes is determined with principal component analysis. Under the background of difficult comprehensive evaluation for cooperative project performance,performance salary indexes of foreign executives are obtained by making a sufficient comparison of practical project operation data and project budget. This is of important significance for establishing and completing foreign cooperation payroll cost regulatory mechanism, structuring performance- based compensation mechanism,enhancing emerging unconventional oil & gas foreign cooperation macro adjustment function, and guaranteeing state and cooperation benefit.
