在城市旧政权过渡之后,中国共产党建立、完善了新的城市安全保卫系统,并通过这一系统开始了新的城市改造。这一卓著的成就源于中国共产党早已形成的明确而清晰的公安工作指导思想:对国民党警察有效的争取,解放前周密谨慎的接管准备,以及接管后迅速且有针对性的治理、改造。

The communist party of China established and improved the safety and security system in city after transition of the old one and began the urban redevelopment through this system. The distinguished achievement came form the police guiding ideology,the fight for the Kuomintang police,the preparation of taking- over before the liberation as well as the rapid and pointed government and transformation.
