医疗机构麻醉药品和精神药品使用现状及监管分析

Analysis of current use situation of narcotics and psychotropics of medical treatment and administrative department regulatory

目的:探讨医疗机构麻醉药品和精神药品使用方面的行政监管。方法:通过汇总辖区内特殊药品使用环节的数据、存在的不足、监督检查情况等现状,分析医疗机构麻醉药品和精神药品使用监管环节的问题。结果:医疗机构麻醉药品和精神药品存在涉及面广、涵盖品种多、风险大等特点,行政部门的监管重点不尽相同,监管存在严重缺位问题。结论:麻醉药品和精神药品使用监管不能仅停留在医疗机构自我管理,应建立健全麻醉药品和精神药品使用环节的相关行政监管政策。卫生行政部门作为医疗机构的主管单位,在药品使用环节应全方位加强监管。建议引入"第三方"监管,提高透明度。

Objective： To explore the administrative department regulatory of narcotics and psychotropics of medical treatment use.Methods： The current use regulatory problem of narcotics and psychotropics of medical treatment is analyzed by summarizing the data of specially regulated drugs＇ use,the supervision and inspection of the situation. Results： There are a variety of narcotics and psychotropics of medical treatment which involve different areas and have high risks. The regulatory focus of administrative department is not the same and the regulatory problem of the absence is serious. Conclusion： In terms of narcotics and psychotropics of medical treatment,it is necessary to establish and perfect the relevant regulatory policies,not to stay on self management of medical institutions. As the main management unit of medical institutions,the health administrative department should strengthen comprehensive supervision. It is suggested to introduce third-party supervision in order to improve transparency.
