长江经济带一体化发展面临的挑战与应对策略

Challenges and Strategies of Integrated Development of Yangtze River Economic Zone

2014年,长江经济带经济总量呈现稳中求进的发展态势,产业结构和经济效益有所改善,产业布局实现集聚发展,对外开放水平不断提高。但是,一体化推进过程中依然还面临着一系列的问题,如长江上中下游地区经济发展不平衡、产业同质化竞争严重、黄金水道功能未能充分发挥,以及生态补偿机制不健全和环境风险等。针对这些问题,结合美国密西西比河和德国莱茵河流域经济带较为成熟的发展经验,探讨其对长江经济带发展建设的重要启示。最后,提出了长江经济带的一体化发展政策建议,包括依托三大城市群串联长江经济带全域发展,依托黄金水道构建综合立体交通运输体系,引导产业合理布局和有序转移,及创新区域协调发展的体制机制等。

In 2014,the total amount of the Yangtze River economic zone showed a slight upward trend,the industrialstructure and economic had some improvements,the industrial spatial distribution achieved cluster development,and thelevel of opening up constantly improved.However,the integrated development of the Yangtze River economic zone still facesa number of issues,such as the imbalance development among Yangtze River region,serious industry homogeneouscompetition,the golden waterway function cannot fully developed and ecological compensation mechanism is not perfect andthe environment risks.To solve these problems,the paper uses the experience of United States Mississippi and GermanRhineland economic development for referrnce. Finally,the paper proposes the development strategies of the YangtzeRiver economic zone.These strategies includes relying on a series of three urban agglomerations to drive the Yangtze Rivereconomic zone development,relying golden waterway to build an integrated three-dimensional transportation system,guidingrational distribution of industry and innovating the institution of regional coordinated development.
