摘要
县级公立医院人事薪酬制度影响着医改的成效,随着县级公立医院综合改革的全面展开,设计一套既体现医院公益性,又符合医院行业特点的人事薪酬制度,已是当务之急。根据医疗卫生行业的实际特点,提出了县级公立医院"定编、定岗、定责、定员、定薪"五定方案,构建工作量效能"四维驱动"积分法绩效管理模式,旨在建立维护公益性、调动积极性、保障可持续的运行新机制。
Compensation system and performance management in county level public hospital has influenced the effect of healthcare reform. With the universal coverage of healthcare reform in county level public hospital, it is an important and urgent to design a compensation system which can both reflect public interest and match the characters of health industry. According to the characters of health industry, new mode which can be described as five fixes named fixed the amount of government employees, fixed post responsibilities, fixed post, fixed staf and fixed compensation and 4 aspects driven performance management is designed to maintain public interest, keep motivation and assure sustainable operation.
