基于产业链管理思想的库区生态产业治理模式

Research on Reservoir Ecological Industry Governance Pattern Based on the Idea of Supply Chain Management

针对生态产业链管理思想影响下的库区生态产业发展治理模式进行探讨,以生态产业链能量交互原则为指导,围绕组织形式、技术、政策等因素,结合发展库区生态产业过程中产业间及产业内部各利益主体间的利益分配与生态补偿机制、协调机制等对其稳定性进行深入研究。依据库区生态产业发展特点,建构由"生态管理目标、生态管理对象和生态管理方法"组成的三维区域生态产业的管理模式,并在政府和利益相关者参与管理的基础上,对"完善环保法规,实施产业发展绿色导向;探索产业生态补偿和强化产业内利益相关者协商;健全绿色GDP核算与评价体系"等相应治理机制进行设计。

The reservoir area ecological industry governance pattern under the idea of supply chain management is discussed. Guided by ecological industry chain energy interaction principle and in view of the factors of organization, technology, policy and others, the stability of governance pattern under the influences of the interest distribution, ecological compensation mechanism and interest coordination mechanism are researched. According to the characteristics of ecological industry development in reservoir area, the management mode of three-dimensional ecological industry which composed of ＂Ecological management aim, ecological management object and ecological management method＂ is constructed, and then the corresponding governance mechanism of ＂Improving environmental regulations and implementing green industrial development guide, exploring industrial ecological compensation and strengthening the negotiation between industry stakeholders, and improving green GDP accounting and evaluation system＂ are designed under the basis of government and stakeholder engaging in management.
