资源型城市转型中的伊春市政府职能定位研究

Study on the Yinchuan Government Function Positioning in Transition of the Resource-based Cities

伊春市政府职能定位主要存在政企不分,对社会管理不到位,在文化宣传和教育方面投入力度欠缺和对教育不够重视等问题,鉴于此,首先提出政府职能定位应遵循生态文明建设优先原则,以人为本原则,服务原则和林业产业适度发展原则;然后确定政府职能定位目标就是建立服务型政府,坚持以人为本,增强政府的服务意识,使政府的工作重心逐步向社会管理和公共服务转移;最后相应提出加强生态环境保护,政府加速调整产业结构,切实解决居民的就业和再就业问题,完善社会保障体系,完善公共服务职能和加快人才培养和科技创新等保障措施。

The problems lies in the administration of Yichun Government are such as not differentiating the government branches with enterprises, lack of governance, short of cultural propaganda investment and that of education.In view of this, this paper suggests to follow the preferred principle of building ecological civilization, of people-orientated, of serving the masses and of moderately developing the forestry industry; then to build a serving government that keeps people in its mind, shifting the focus of its work to the social governance and public service; and eventually to strengthen the protection of ecological environment, to accelerate the structure of industries, to practically solve the employment and re-employment problems, to improve the social security system, the public service function and to boost the technological innovation and personnel training and other support measures.
