摘要
高校人员退出难,是制约高校人事制度改革的重要环节。文章从主观原因、环境原因及制度原因三方面分析了为什么高校人员退出机制难以推行,同时提出建立健全高校人员退出机制的对策:制定基于绩效考核评价体系的人员退出标准、加强高校人才中心对教职员工数量和质量的调节作用、建立完善和统一的社会保障体系以及加强退出人员心理建设的研究。
It is difficult for the staff in higher schools to withdraw from their posts, which becomes a constrain for reforming personnel system of higher schools. This paper analyses the reason why the withdrawal mechanism is hard to be popularized in terms of subject reasons, social reason and system reason, and then propounds countermeasures against this problem: first, the withdrawal mechanism must be made on the basis of performance assessment system; second, the regulating role of the talent center of higher school must be exerted as to the number and quality of teaching staff; third, stoical security system must be perfected; and lastly, the research into the mental state of the withdrawn staff must be strengthened.
