摘要
在我国经济体制改革的同时,社会人力资源的配置也逐步从由计划分配决定转向由市场需求决定,单位和个人的主体性得到凸显,个人权利意识也不断增强。而在人力资源管理中起重要作用的人事档案管理中却出现了一些诸如死档、弃档、无档等现象,暴露出了人事档案管理制度的种种不适应。党的十八届四中全会的《决定》从完善立法体制、重点加强民生立法等方面,为人事档案管理制度的改革指明方向。文章此背景下,以实现公民权利保障的法治化为切入点,以理论探讨和制度构建为维度,就人事档案管理改革的路径选择问题进行探讨。
Whilst China's reform of the economic system, the distribution of social human re- sources also gradually shift from planning to market demand, the subjectivity workplace and individ- ual is highlighted, and the awareness of individual rights and interests are also enhanced. In the human resources filing, which is a key part of human resources administration, there occur such problems as dust-laden, canceled or unavailable files, incompatible to the human resources of ad- ministrative system. In line with the Party's Resolution of the fourth plenary session of the 18th Communist Party of China (CPC) Central Committee, the human resources filing system reform is explicitly directed in terms of legal mechanism and improved livelihood of the people. In such a context, by starting to legalize the citizen's rights safeguarding, taking the theoretical exploration and systematic construction as the dimension, selection of the approaches to the human resources filing system reform are discussed.
